Watch: Turning points in EU gambling markets – insights from SiGMA Europe 2024
During SiGMA Europe 2024, a thought-provoking titled “Are Mature EU Continental Gambling Markets at a Turning Point?” brought together esteemed industry leaders to explore the shifting dynamics of the European gambling landscape. Part of the “Regulation & Compliance” framework, the session delved into key challenges such as stricter regulations, black market concerns, and jurisdictional complexities.
Key challenges in mature markets
The panellists highlighted a range of pressing issues affecting European gambling markets. Ricardo Domingues, President of the Portuguese Online Gambling Association (APAJO), underscored the significant impact of the unlicensed market in Portugal, where 40 percent of players still participate in illegal gambling activities. “To grow further and improve channelisation in Portugal, the market needs new products and a stronger regulatory focus on eliminating illegal gambling across Europe,” Domingues stated.
Similarly, Alina Tace, Partner at WH Simion & Partners, discussed Romania’s recent draft order requiring B2B suppliers to notify the regulator of agreements with unlicensed operators globally. This move has sparked debate about whether such measures will effectively combat illegal gambling or simply impose additional burdens on reputable businesses. Tace noted that collaboration between regulators and stakeholders is vital to creating a stable and fair regulatory framework.
Regulatory shifts and industry disruption
Panellists from Spain and Italy reflected on how their respective regulatory landscapes are undergoing transformations. In Spain, recent changes to data retention requirements and internal control systems reflect an effort to streamline compliance while maintaining high standards. Meanwhile, Quirino Mancini, Partner at WH Partners Italy, addressed challenges in Italy, including an anticipated licensing fee increase and the complexity of fully integrating platforms with the central control system. He predicted that these shifts could lead to market consolidation, reducing the number of operators while strengthening compliance oversight.
Collaborative pathways for growth
The panellists agreed that a collective effort is necessary to combat illegal gambling while fostering responsible practices. The discussion reinforced that although harmonized European regulations remain unlikely, cooperation between jurisdictions could yield significant improvements. “We are seeing more regulation across Europe,” Domingues added, “but efforts must focus on balancing player protection with enforcement against illegal markets.”
