The Victorian government has named Christopher O’Neill as the new Chairperson of the Victorian Gambling and Casino Control Commission (VGCCC). O’Neill, who has served as a Commissioner since 2022, succeeds Fran Thorn, the inaugural chair, who has been in the role since January 2022.
Minister for Casino, Gaming and Liquor Regulation Melissa Horne congratulated O’Neill, saying, “I congratulate Mr O’Neill on his appointment as Chairperson of the VGCCC – his background with the Commission and Victoria Police will bring vital expertise to the position.”
Horne highlighted the progress made under the VGCCC’s new framework, adding, “The gambling regulator has been significantly strengthened since it was re-established in 2022, and Mr O’Neill’s appointment will ensure continuity and the embedding of these important changes.”
Extensive background in law enforcement
O’Neill brings a distinguished law enforcement career to his new role, having spent 45 years with Victoria Police. He held senior roles, including Acting Deputy Commissioner in 2016, overseeing portfolios in Regional Operations, Capability, and Specialist Operations. Throughout his career, O’Neill received numerous accolades, such as the Australian Police Medal and the National Emergency Medal.
O’Neill’s experience in enforcement and regulation positions him to further enhance the VGCCC’s oversight capabilities and maintain its role as a leading regulator in Australia.
Farewell to Fran Thorn
Fran Thorn’s departure marks the end of nearly three years as chair, during which she implemented a range of reforms, including the re-licensing of Crown Resorts. Horne praised her contributions, stating, “I thank Fran Thorn for her outstanding service to the Commission and her dedication to reducing gambling harm and improving the integrity of the Victorian gambling sector.”
Under Thorn’s leadership, the VGCCC became known for its assertive regulatory measures. The commission imposed 88 disciplinary actions last year alone and issued nearly $260 million in fines since 2022, underscoring its commitment to accountability in the gambling industry.
CEO Annette Kimmitt retires
The VGCCC will also see a change in its executive leadership, with CEO Annette Kimmitt announcing her retirement. Kimmitt, who led the organisation for three years, reflected on her time at the VGCCC with pride, highlighting the regulator’s rise to becoming Australia’s most robust gambling oversight body.
Citing family commitments, Kimmitt shared her plans to step back from full-time work. Her tenure was marked by an assertive approach to industry compliance and strengthening the VGCCC’s role in holding operators accountable.
New era for VGCCC
The VGCCC’s leadership changes mark a new era for the regulator as it continues to build on its robust foundation. With O’Neill at the helm, the commission aims to maintain its strong oversight and focus on reducing gambling harm.
