The General Commercial Gaming Regulatory Authority (GCGRA) has warned UAE residents about engaging with unlicensed lottery and gaming operators. In a press release, the regulator highlighted the risks posed by such operators, which include financial losses, fraudulent activities, cybersecurity threats, and potential legal repercussions.
“The GCGRA is committed to ensuring a safe and legal gaming environment in the UAE, Kevin Mullally, CEO of the GCGRA, said in a statement.
“Stay vigilant and informed, to protect yourself from the risks associated with illegal gaming. Your adherence to the law not only safeguards your personal and financial security but also upholds the integrity of our community. If you choose to play, do so only with licensed operators,” Mullally emphasised.
The advisory outlined that unlicensed operators lack oversight, making them a significant risk for consumers and businesses that engage with them. “These unlicensed businesses have not had their technology or games independently evaluated for fairness or security,” Mullally added. “They are not required to act responsibly or incorporate basic consumer protection. They are not subject to advertising regulations and lack any oversight of their finances, including having reserves for prize payouts and complying with anti-money laundering laws.”
Licensed operators and regulatory framework
The GCGRA confirmed that The Game, LLC, operating as The UAE Lottery, holds the country’s sole lottery licence under the regulatory framework. Additionally, two longstanding airport lotteries – Big Ticket and Dubai Duty Free – have been authorised to continue operating under the GCGRA’s supervision.
However, all other pre-existing lotteries have been ordered to cease operations.“Consumers are strongly advised to avoid unlicensed operators to protect themselves from adverse consequences. Similarly, advertisers, payment processors, and other service providers that support these businesses risk sanctions and potential consequences affecting their ability to operate in the UAE,” Mullally noted.
Strengthening the UAE’s gaming landscape
The GCGRA, established in September 2023, has been actively working to develop a robust and socially responsible gaming environment in the UAE. The authority recently issued its first Commercial Gaming Facility Operator licence to Wynn Resorts for its $5.1 billion Wynn Al Marjan Island project in Ras Al Khaimah.
The GCGRA’s mission is to ensure adherence to strict regulatory standards while responsibly unlocking the economic potential of the gaming sector. The authority has also granted supplier authorisations to companies like Aristocrat, Smartplay International, and PayBy Technology Projects, to support licensed gaming operators.
